Conditions or reasons:
1) The limited period for the use hereby approved shall be until 13th September 2012 after which all temporary associated structures shall be removed from the site and the site including the Circus Field restored in accordance with a Site Reinstatement Plan(including landscaping) to include financial guarantees and a timetable for implementation. No development shall commence until the Site Reinstatement Plan has been submitted to and approved in writing by the Local Planning Authority in consultation with The Royal Parks.

Reason 01
To ensure the site is restored to a condition fit for purpose and to accord with Policy SO2
of the Unitary Development Plan July 2006.
2) The equestrian and modern pentathlon events hereby approved shall not take place outside the hours between 0900 hours and 18.30 hours each day for the duration of the Olympic and Paralympic Games and test events.

Reason 02
In the interests of the amenities of neighbouring properties and to ensure compliance with Policy E6 of the Unitary Development Plan July 2006.
3) All submission of details pursuant to the planning permission hereby approved shall be in substantial
accordance with the approved Plans, Environmental Statement and Design & Access Statement.

Reason 03
The development of the site is the subject of an Environmental Impact Assessment and any substantial alteration to the layout may have an impact which has not been assessed by that process.
4) Before each of the works below are undertaken the applicants must submit and obtain written approval from the Local Planning Authority of detailed drawings, samples of materials and/or trade literature for all temporary works associated with the test event in 2011 and separately the main Olympic and Paralympic events in 2012 including:
Fencing and its precise alignment.
Lighting.
CCTV
Public address and other information systems.
Cabling, ducting and other pipework.
Temporary roadways and hardstandings including car parking areas and pedestrian footways and temporary spectator stands.
Signage and other graphics including the stadium external covering.
The stadium construction including the construction of the field of play and finished site levels.
All irrigation and drainage systems.
The cross country course including the precise location and form of the fences and other obstacles.
The location and form of all temporary fuel stores and plant areas.
All landscaping works including those associated with the construction of back of house facilities such as training areas and lunge rings.
The design of the temporary scoreboard and videoboard. 
The precise location and form of all camera positions.
The location and form of all temporary diversion routes for utility services.
Access and training areas
Operational and broadcasting compounds

Once approved the measures in the above documents shall be fully implemented.

Reason 04
To safeguard the special character of the Greenwich Park Conservation Area, Maritime Greenwich World Heritage Site and Grade One Registered Park and accord with Policy D16, D24 and TC7 of the Unitary Development Plan July 2006.
5) Before the Olympic Events in Greenwich Park commence including the Test Events, the applicants must submit and obtain approval in writing from the Local Planning Authority of the following documents:

A spectator management plan to include crowd management including the provision of spectator exclusion zones and contingency measures in the case of adverse weather.
A vehicle management plan for vehicle movements - including emergency vehicles - within the application site associated with the construction phases, the events themselves and the post-events phase.
A concessions management plan including servicing and waste management.
A waste management plan for the whole site including the disposal of animal waste.
A phasing plan for all works to include park closures and a schedule for the re-opening of the Park once they have been reinstated.

Once approved the measures in the above documents shall be fully implemented.

Reason 05
To safeguard the special character of the Greenwich Park Conservation Area, Maritime Greenwich World Heritage Site and Grade One Registered Park and accord with Policy D16, D24 and TC7 of the Unitary Development Plan July 2006.
6) No works to ecologically sensitive areas as defined in the Environmental Statement shall commence until an ecological mitigation and management plan has been submitted to and approved by the Local Planning Authority in consultation with The Royal Parks and Natural England to include:

Measures to include biodiversity management and enhancement
Measures relating to arboricultural and horticultural management with particular reference to BS 5837/2005' Trees in relation to construction (tree protection).
A mitigation strategy for the treatment, improvement and management of all grassland incorporated within the application site.
All specific measures and survey requirements set out in Section 11.7 of the Environment Statement including mitigation measures for bats
Full details of roles and responsibilites for management, implementation and monitoring of ecological and related matters.

Reason 06
To ensure that the special ecological character of the area is safeguarded and enhanced and to comply with Policy O18, D8 and D24 of the Unitary Development Plan July 2006.
7) No construction works shall commence until a site specific environmental management plan to include a construction and decommissioning method statement has been submitted to and approved in writing by the Local Planning Authority. Such a plan shall include:

Details of how environmental risks will be managed
Induction training for main contractors and principal sub-contractors covering the heritage of the site
Method statements and risk assessments for each work activity
environmental incident recognition/categorisation
emergency plans for pollution incidents (including provision of spill kits), damage to trees,
habitats, discovery of a protected species or damage to cultural heritage resources
emergency procedures
notification and reporting including The Royal Parks, Environment Agency and English Heritage
incident investigation (including reporting and learning)
Haulage routes
Any noise screening measures
Proposals for monitoring noise and procedures to be put in place where agreed noise levels are exceeded
Likely dust levels to be generated and any screening measures to be employed
Proposals for monitoring dust and controlling unacceptable releases
Wheel washing facilities and facilities for discharging the water

The development, including disposal of materials from the site, shall in all respects be carried out in accordance with the approved details.

Reason 07
To ensure that the Local Planning Authority are satisfied with the environmental management of the project and to comply with Policies O18, E1, E6 and D24 of the Unitary Development Plan July 2006.
8) Before works commence to heritage assets, a cultural heritage mitigation and management plan has been submitted and approved in writing by the Local Planning Authority to include:

The specific measures set out in Appendix 9G of the Environmental Statement
Measures to mitigate impacts on unidentified resources which may be present
Roles and responsibilities
Monitoring requirements

Reason 08
To ensure that the special cultural heritage of the Maritime Greenwich World Heritage Site is protected and to comply with Policies D16 and D24 of the Unitary Development Plan July 2006.
9) Before development commences, a community mitigation and management plan has been
submitted to and approved in writing by the Local Planning Authority to include:

Provision of a community relations officer
Public awareness campaign to ensure that visitors are aware of any planned closures and more importantly that much of the Maritime Greenwich World Heritage Site will be functioning as normal.

Reason 09
To ensure that the local community and visitors to the Maritime Greenwich World Heritage Site are fully informed and to comply with Policy TC8 and TC9 of the Unitary Development Plan July 2006.
10) No works of excavation or fill shall take place within the application site without the prior
written approval of the Local Planning Authority.

Reason 10

11) In respect of archaeology, no work shall take place for the cross country course and all related
ground works until a detailed design and method statement has been submitted to and approved
in writing by the Local Planning Authority following advice from English Heritage.

Reason 11
To ensure that any archaeological remains are preserved and accord with Policy D30
of the Unitary Development Plan July 2006
12) No work will take place for the cross country course until the applicant has secured the
implementation of a programme of archaeological work for those areas where archaeological
fieldwork is required in accordance with a written scheme for investigation which has been
submitted to and approved by the Local Planning Authority following advice from English
Heritage. The works pertaining to the cross-country course and related ground works shall
only take place in accordance with the detailed scheme pursuant to this condition.

Reason 12
To ensure that any archaeological remains are preserved and accord with Policy D30
of the Unitary Development Plan July 2006
13) In respect of archaeology, no work shall take place in respect of the cross country course and
related ground works until ground protection measures have been devised in a manner to be
agreed in writing with the Local Planning Authority following advice from English Heritage, about
specific sensitive areas.

Reason 13
To ensure that any archaeological remains are preserved and accord with Policy D30
of the Unitary Development Plan July 2006
14) In respect of archaeology, no work shall take place in respect of the cross-country course and
related works until fencing has been erected in a manner to be agreed in writing with the Local
Planning Authority following advice from English Heritage, about specific sensitive areas, and no
works shall take place inside or across that fenced area.

15) In respect of archaeology, no work shall take place for the back of house areas and all related
ground works until a detailed design and method statement has been submitted to and approved in
writing by the Local Planning Authority following advice from English Heritage.

16) No work will take place on the back of house areas until the applicant has secured the

17) In respect of archaeology, no work in respect of the back of house areas shall take place until a
detailed design and method statement for the foundation design and all new ground works has
been submitted to and approved in writing by the Local Planning Authority following advice from
English Heritage.

Reason 17
To ensure that any archaeological remains are preserved and accord with Policy D30 of
the Unitary Development Plan July 2006.
18) In respect of archaeology, no work shall take place on the back of house areas and related ground
works until ground protection measures have been devised in a manner to be agreed in writing
with the Local Planning Authority following advice from English Heritage, about specific sensitive
areas that would be prone to damage.

Reason 18
To ensure that any archaeological remains are preserved and accord with Policy D30 of the Unitary Development Plan July 2006
19) In respect of archaeology, no work shall take place in respect of the back-of-house areas and
related works until the design of the fencing for the compounds has been agreed in writing with the
Local Planning Authority following advice from English Heritage, about specific sensitive areas, and
no works shall take place inside or across that fenced area.

20) In respect of archaeology, no work shall take place for the arena, field of play and all related
ground works until a detailed design and method statement has been submitted to and
approved in writing by the Local Planning Authority following advice from English Heritage.

Reason 20
To ensure that any archaeological remains are preserved and accord with Policy D30
of the Unitary Development Plan July 2006.
21) In respect of archaeology, no work in respect of the arena, field of play and all related ground
works shall take place until a detailed design and method statement for the foundation design and all
new ground works has been submitted to and approved in writing by the Local Planning Authority
following advice from English Heritage.

23) In respect of archaeology, no work shall take place in respect of the arena, field of play and related
works until the design of the fencing for the area has been agreed in writing with the Local Planning
Authority following advice from English Heritage, about specific sensitive areas, and no works shall
take place inside or across that fenced area.'

Reason 23
To ensure that any archaeological remains are preserved and accord with Policy D30 of
the Unitary Development Plan July 2006
24) In respect of archaeology, no work shall take place on the relevant part of the site affected until a
detailed design and method statement for the security fencing and all related ground works
including lighting, CCTV and any related access route/track has been submitted to and approved in
writing by the Local Planning Authority following advice from English Heritage.

Reason 24
To ensure that any archaeological remains are preserved and accord with Policy D30 of
the Unitary Development Plan July 2006.
25) In respect of archaeology, no work shall take place on the relevant part of the site affected until
ground protection measures have been devised in respect of the lighting towers and lighting towers
with CCTV and related ground works, in a manner to be agreed in writing with the Local Planning
Authority following advice from English Heritage, about specific sensitive areas.

Reason 25
To ensure that any archaeological remains are preserved and accord with Policy D30 of
the Unitary Development Plan July 2006.
26) No work will take place on the relevant part of the site affected until the applicant has secured the implementation of a programme of archaeological work for those areas where archaeological fieldwork is required in accordance with a written scheme for investigation which has been submitted to the approved by the Local Planning Authority following advice from English Heritage. The works pertaining to the lighting towers and lighting towers with CCTV and related ground works shall only take place in accordance with the detailed scheme pursuant to this condition.

Reason 26
To ensure that any archaeological remains are preserved and accord with Policy D30 of the Unitary Development Plan July 2006
27) In respect of archaeology, no work shall take place on the relevant part of the site affected until a
detailed design and method statement for the management of transport within the site has been
submitted to and approved in writing by the Local Planning Authority following advice from English
Heritage.

To ensure that any archaeological remains are preserved and accord with Policy D30
of the Unitary Development Plan July 2006
28) During construction of the development no vehicles shall leave the site with earth, mud etc.,
adhering to the wheels in a quantity which may result in its being deposited on the public highway
or footpath, and creating nuisance, or hazard to vehicles, or pedestrians. Suitable wheel washing
equipment to avoid such problems shall be installed, operated and maintained on the site until the
development is completed. The details for the disposal of surface water and drainage for wheel
washing for the site shall be submitted to, and approved by the Local Planning Authority prior to
any work commencing on the site.

Reason 28
In order to maintain the safety and amenity of users of surrounding roads and footways
and ensure compliance with Policy E6 of the Unitary Development Plan July 2006.
29) Except for the overnight transition works relating to the modern Pentathlon shooting Range, the
demolition, earth removal, piling work and any mechanical building operations required to
implement this development shall only be carried out between the hours of: -

Monday to Friday 08.00 - 18.00 hours
Saturday 09.00 - 17.00 hours
And not at all on Sunday and Bank Holidays, unless otherwise agreed in writing with the Local
Planning Authority.

Reason 29
To safeguard the amenities of neighbouring properties and the area generally and ensure compliance with Policy E6 of the Unitary Development Plan July 2006.
30) No loading or unloading of vehicles arriving at, or departing from the site shall be carried out
except within the curtilage of the site, or other designated areas as agreed in writing by the Local
Planning Authority, and all activities associated with the use shall be confined to the curtilage of the
site, or other designated area as agreed in writing by the Local Planning Authority.

Reason 30
In order to safeguard the safety and amenity of users of surrounding roads the footways
and ensure compliance with Policy M30 of the Unitary Development Plan July 2006.
31) No later than 31 December 2012, the development hereby permitted, and all temporary associated structures, shall be removed from the site. All equestrian equipment not rented or leased and capable of being reused (including jumps) shall be relocated to equestrian venues elsewhere, as agreed with the Local Planning Authority in consultation with the British Equestrian Federation, for community legacy use.

Reason 31
To ensure the playing field is restored to a condition fit for purpose and that equestrian equipment
has a legacy use and to comply with Policy SO2 of the Unitary Development Plan July 2006
32) Within a 3 month period from the end of the Games or within the first planting season following
removal of temporary structures, the land which forms the cricket pitch shall be reinstated to
playing field of a quality at least equivalent, or better, than the previous (current) quality and to a
condition fit for use as a playing field in accordance with Sport England's Design Guidance Note:
Natural Turf for Sport (2000).

Reason 32
To ensure the playing field is restored to a condition fit for purpose and that equestrian equipment
has a legacy use and to comply with Policy SO2 of the Unitary Development Plan July 2006
33) Within six months of the date of permission, a plan shall be submitted for approval by the Local
Planning Authority, in consultation with Sport England, detailing where, when and how existing
sports users are to be provided with alternative sporting facilities for cricket and tennis during the
period when these facilities are unavailable for sporting use in Greenwich Park.

Reason 33
To secure continuity of community access to appropriate sporting facilities in the area and to
comply with Policy SO2 of the Unitary Development Plan July 2006.
34) The development permitted by this planning permission shall only be carried out in accordance with
the approved Flood Risk Assessment (FRA) Greenwich Park Environmental Statement Appendix
10A of Volume 3, dated November 2009 and the Atkins report 'Equestrian and Modern Pentathlon
Events in Greenwich Park Event' Surface Water Drainage Assessment dated August 2009 and the
following mitigation measures detailed within the FRA:
Limiting the surface water run-off generated by the 100-year plus 5% for climate change critical
storm so that it will not exceed the run-off from the undeveloped site and not increase the risk of
flooding off-site

Reason 34
To prevent flooding by ensuring the satisfactory storage of/ disposal of surface water from the site
and to comply with Policy E17 of the Unitary Development Plan July 2006.
35) If, during development, contamination not previously identified is found to be present at the site
then no further development (unless otherwise agreed in writing with the Local Planning Authority)
shall be carried out until the developer has submitted, and obtained written approval from the Local
Planning Authority for, an amendment to the remediation strategy detailing how this unsuspected
contamination shall be dealt with.

Reason 35
Given the large size of the site, there is potential for unsuspected contamination source to be
identified during works and to comply with Policy E1 of the Unitary Development Plan July 2006.
36) Prior to the hosting of the Olympic Events at the application site, all the highway and transport
works described in the Transport Assessment dated November 2009 must be completed and been
certified in writing as complete by the Local Planning Authority and a traffic management plan
submitted to and approved in writing by the Local Planning Authority in consultation with Transport
for London, a Transport Consultative Group and the London Borough of Lewisham . Such a plan
shall include:

Speed limits on the Olympic Route Network(ORN)
Clear designation of the ORN
Blackwall Tunnel Contingency
Road closure and traffic management measures including any revisions to the existing Controlled Parking Zone, timescales and modelling.
Signage and wayfinding and movement management.
Routes to and from the Old Royal Naval College and other main points of entry
Provision of guidance leaflets to both ticket holders and local residents and businesses.
Train and DLR timetabling and extra service provisions.
Pedestrian route network and crossing analysis, and marshalling and signage provisions.
Coach route network, timetabling and assessment of capacity.
Shuttle bus timetabling and assessment of capacity.
Cross Country Day Park and Ride route network, timetabling and assessment of capacity.
River service timetabling and assessment of capacity.
Disabled Blue Badge parking assessments including locations and transit from parking to the Park.
Construction traffic movements, including external routes, internal routes and access points from road network.
Construction vehicle parking provisions, including locations and timings
Overnight construction movement relating to construction of the shooting range
Coach, car and cycle parking provision
A travel plan to include construction workers

Reason 36
In the interest of road safety and the amenity of the area and to ensure compliance with Policy M33 of the Unitary Development Plan July 2006
37) Details of the local training and employment strategy being implemented by the London Organising Committee of the Olympic Games and Paralympic Games Ltd in conjunction with the Council for the Equestrian and Modern Pentathlon events which shall include monitoring mechanisms, shall be submitted to and be approved in writing by the Local Planning Authority within 9 months of the date of this permission or other time to be agreed by the Local Planning Authority

Reason 37
To ensure that the Local Planning Authority are satisfied with the local labour scheme and to accord with Policy SJ5 of the Unitary Development Plan July 2006
38) Unless otherwise agreed in writing by the Local Planning Authority, the proposed use shall not commence until the Local Planning Authority has given notice in writing that it is satisfied that arrangements are in place between the parties to the host city contract and to the supporting guarantees, for the provision of services within the remit of City Operations in association with the Games.

Reason 38
To ensure that the local area is safeguarded from the impacts of the events and to ensure compliance with Policy E6 of the Unitary Development Plan July 2006.
Informative notes:
1) The whole of the London Borough of Greenwich has been declared an Air Quality Management Area for breaching the air quality standards for particulate matter (PM10) and NO2 and it also a designated Smoke Control Area under the Clean Air Act 1993. It is essential that any biomass boilers are exempt under the Clean Air Act and are installed with a need to meet certain control requirements in order to protect local air quality.The whole of the London Borough of Greenwich has been declared an Air Quality Management Area for breaching the air quality standards for particulate matter (PM10) and NO2 and it also a designated Smoke Control Area under the Clean Air Act 1993. (i) the Local Planning Authority first determines in writing that there is not likely to be any significant adverse environmental effect arising from the proposed amendments in comparison
with the plans already subjected to environmental impact assessment and approved by this permission; or

(ii) the submission for amendment has been accompanied by a supplementary Environmental Impact Assessment assessing the likely significant environmental effects of the amendments proposed in comparison with the plans already subjected to environmental impact assessment and the submission has been appraised in accordance with the procedure set out in the Town & Country Planning (Environmental Impact Assessment) (England and Wales) Regulations 1999, as if the Regulations applied to the submission for amendment as they would apply to an application under s73 of the Town & Country Planning Act 1990( as amended).
3) The development shall be carried out in accordance with the mitigation measures set out in the Environmental Statement submitted to accompany the planning application and wherever in these conditions the Local Planning Authority approves a variation to those mitigation measures imposed by that condition, it shall only do so if it is satisfied that the relevant variation would not have significant environmental effects other than those assessed in the Environmental Statement referred to in this condition.The development shall be carried out in accordance with the mitigation measures set out in the Environmental Statement submitted to accompany the planning application and wherever in these conditions the Local Planning Authority approves a variation to those mitigation measures imposed by that condition, it shall only do so if it is satisfied that the relevant variation would not have significant environmental effects other than those assessed in the Environmental Statement referred to in this condition.
